Insurance in California

California has more self-employed people, freelancers, and gig workers than any other state—production crews between projects, 1099 tech contractors, growers and farm operators, and small-business owners carrying a handful of employees. Coverage here is rarely a one-time decision: income arrives in bursts, projects end, and a plan that fit in January often doesn’t fit by summer.

California runs its own exchange, Covered California, and is unusual in requiring carriers to sell standardized plan designs, so competing plans at the same metal level share the same deductible and copays. That makes network and carrier reputation—not benefit fine print—the real decision, and with Kaiser Permanente operating as a closed integrated system, choosing the wrong carrier can mean changing doctors entirely. California also enforces its own individual coverage mandate through the Franchise Tax Board, so going uninsured carries a state tax penalty on top of the risk.
